http://wiki.guildwars.com/wiki/Lunar_Token ...in answer to your first question, yes they are tradeable ...not sure the price right now, but when the festival begins it will change (they drop from monsters so there is quite a chance to get lots if you play)

i looked and under value it said can not be sold? so are you sure they can be sold?

They can't be sold to merchant but there is no problem to trade them with other players.
